The Puente Hills Intermodal Facility includes three main features:1) intermodal facility; 2) off-street access; and 3) rail improvements within Union Pacific Railroad (UPRR) right-of-way. The intermodal facility will consist of six onsite rail loading tracks to support a two-train per day operation, three maintenance tracks to service and tie up locomotives, a container storage area, an administration building, maintenance facilities, and employee/visitor parking areas. The off-street access road will be constructed by raising the grade of Workman Mill Road, which will involve reconfiguring a storm drain, relocating several underground utilities and constructing a sewer siphon. The rail improvements within UPRR right-of-way will consist of a new staging and arrival/departure track and ancillary structures, such as switches and signals, along a 18,000-foot span between Mission Mill Road and Seventh Avenue.

1) Site Demolition

This project consisted of demolition of buildings and salvage of recyclable and reusable building materials in preparation for the construction of the PHIMF. The project was advertised for bids on September 11, 2008. The project was awarded to AMPCO Contracting Inc. on May 27, 2009. Demolition activities began on July 27, 2009 and was completed in January 2010.

2) Workman Mill Road and Access Road Improvements

This project involves raising the grade of a portion of Workman Mill Road, constructing a new access road underneath Workman Mill Road and the UPRR railroad tracks between the PHIMF and the Districts' existing Puente Hills Materials Recovery Facility (PHMRF), modifying existing roads and associated infrastructure improvements at the PHMRF. The project was advertised for bids in April 2009 and eleven bids were received on June 23, 2009. The project was awarded to Skanska USA Civil West California District Inc. on July 8, 2009. Construction began in December 2009 and is scheduled to continue through February 2012.

3) Puente Hills Intermodal Facility and Railroad Improvements

The project was advertised for bids on March 18, 2010. The proposed work consists of the construction of an intermodal rail facility at 2500 Pellissier Place in City of Industry and improvements within a 3.5-mile section of the adjacent Union Pacific Railroad right-of-way. The intermodal facility will include an administration building, a maintenance building, six rail loading tracks and three locomotive maintenance tracks. The improvements to the right-of-way include construction of a new railroad track, railroad bridges at Peck Road and over the access road, an upgraded at-grade railroad crossing at Workman Mill Road, retaining and sound walls along the right-of-way, landscaping, roads and drainage structures, and all appurtenant work. 4) SR-60 and Crossroads Parkway Underpass Modification

This project consists of replacing the northwesterly slope embankment at the crossings of SR60/Crossroads Parkway Nroth and Union Pacific Railroad with new tieback retaining walls. The new tieback retaining walls will provide horizontal clearance for a railroad track to be constructed under the Puente Hills Intermodal Facility and Railroad Improvements project. Caltrans issued an encroachment permit for this work on May 10, 2011. This project will be constructed by USS CAl Builders under a supplemental agreement to their existing contract.
